Supreme Court curtails BCCI's financial powers


Severely curtailing BCCI's financial powers, the Supreme Court said that the cricketing body cannot enter into contracts above a monetary ceiling that will now be fixed by the Lodha panel. The court said that the panel would fix a limit on monetary value of contracts and that BCCI would have to seek its approval if it wants a contract relating to media rights, ground rights etc. above the fixed limit.

Also, the court has further restrained BCCI from disbursing funds to state associations until they pass resolutions on implementation of the panel's recommendations.

Recommendations of Lodha panel:

  • BCCI to come under RTI Act

  • Legalisation of betting

  • The panel recommends players and BCCI officials should disclose their assets to the board in a measure to ensure they do not bet.

  • It proposes one state, one vote. Also no proxy voting of individuals

  • No BCCI office-bearer can have more than two consecutive terms. The Lodha panel recommends a maximum of three terms for office bearers with no more than two consecutive terms. It further says there should be a cooling period after each term.

  • No BCCI office-bearer can be Minister or government servant

  • In no case President will hold post for more than 2 years

  • It recommends a steering committee headed by former Home Secy G K Pillai with Mohinder Amarnath, Diana Eduljee and Anil Kumble

  • Separate governing bodies for the IPL and BCCI

  • Relegation of Railways, Services and Universities as Associate members. They also lose voting rights
